The basis for regulating maritime traffic is the public's right to free access to the sea. In delimited areas, however, there may still be a need to restrict this freedom to some extent. Bergen Port Authority can issue municipal speed regulations that regulate the movement of pleasure craft in the municipality's maritime area according to the Port and Waters Act § 8.
Pleasure craft are vessels with a maximum length of up to 24 meters, and they are not used for commercial purposes. Speed limits at sea will also be marked with navigational signs.
Bergen Port Authority has adopted the following regulations that govern the movement of pleasure craft in the municipalities of Alver, Askøy, Austrheim, Bergen, Bjørnafjorden, and Øygarden.
